John McClelland Appointed as Chairman of South-West hubCo
The South-West hub Company (hubCo), established to deliver value-for-money on public sector community-based infrastructure across Ayrshire, Lanarkshire and Dumfries & Galloway, has appointed John McClelland CBE, as Chairman.
Over the years John has held numerous senior board positions with various international firms including IBM and Philips, and as a result has gained extensive experience of procurement and supply-chain operations. Consequently, on behalf of the Scottish Government in 2006, John conducted a review of public sector procurement which led to the publication of the McClelland Report which has revolutionised procurement across Scotland.
The Scotland-wide hub initiative is led by the Scottish Futures Trust and reflects a national approach to establish collaborative working practices between health boards, local authorities and blue light services with private sector development partners to deliver best value when building new infrastructure. The South-West hubCo was officially formed in late 2012 and brings together a partnership of 14 public bodies* and the Alliance Community Partnerships* to deliver the hub programme, valued at over £600m across the region.
Speaking of his appointment, John McClelland, said: “I’m delighted to be taking up this position and I am very much looking forward to being part of the successful hub programme, working with the public and private sector partners to help deliver real benefits and savings to the local people.
“Across the whole of Scotland, the long-term nature of the hub programme helps create new local employment and training which is vital in the current economic climate, as well as supporting the development of long-term sustainable businesses in local communities.”

John McClelland
John McClelland has extensive experience across the private and public sectors. He was Vice President of Worldwide Operations for IBM’s Personal Computer Company before joining Digital Equipment Corporation in 1995 where he was a Senior Vice President. He was subsequently Global Chief Industrial Officer and board member of Philips Consumer Electronics and latterly President of 3Com's Business Networks Company.
He is chair of Skills Development Scotland Limited and until later in 2013 chair of the Scottish Further and Higher Education Funding Council. He is also chairman of NQC Ltd and a Fellow and former Vice-President of the Royal Society of Edinburgh. In 2008 the Institute of Directors recognised him as Scotland’s non-executive director of the year.
In 2006 he completed a review of public procurement in Scotland (The McClelland Report).This report has been the foundation for a complete reform of public procurement in Scotland. More recently in 2011 he conducted a review of Scottish public sector ICT infrastructure and that work has been adopted as the framework for a major programme of improvement. In 1994 he was awarded a CBE for services to industry and education.
Scottish Futures Trust
The Scottish Futures Trust (SFT) is an independent company, established by the Scottish Government in 2008, with a responsibility for delivering value for money across all public sector infrastructure investment. SFT operates at arm's length from the Government but works closely with the public sector to seek and deliver improved value for taxpayers.
